A rate center is a geographically defined area used by phone carriers to determine:
- local calling areas
- billing regions
- phone number assignment
- phone number portability
Every phone number is assigned a rate center based on:
- the area code (NPA)
- the prefix (NXX)
For example, in the number (858) 922-1234:
- 858 = area code
- 922 = prefix/exchange
- Together, they identify the numberโs original rate center
Rate centers do not necessarily match city, county, or ZIP code boundaries.
Even if a number changes providers, the original rate center stays the same.

The Basics
When you port a number between providers, the new carrier must support the numberโs assigned rate center.
If the carrier does not support that rate center, the port request may fail, even if the carrier otherwise supports number transfers. This is one of the most common reasons a carrier may say:
- โThis number is not eligible for transferโ
- โThe number is unsupportedโ
- โWe cannot port this numberโ
Wireless vs. Landline Numbers
- Different carrier types support rate centers differently.
Wireline/Landline carriers
- Wireline carriers usually support smaller, geographically focused areas.
- For a traditional landline device to use a phone number, the number generally must belong to a supported local rate center.
- Because of this, landline providers may have more limited portability coverage.
Wireless carriers
- Wireless carriers typically support a much larger list of rate centers.
- However, some limitations may still exist for:
- rural locations
- smaller towns
- less populated exchanges
- specialized number types
- One wireless carrier may support a number while another does not.
Why Rate Centers Matter When Porting
Rate center compatibility directly impacts whether a number can successfully transfer between providers.
Before purchasing or porting a number, it is important to verify that the new carrier supports the numberโs rate center.
This is especially important when:
- purchasing a Marketplace number
- porting to a wireless carrier
- porting to a VoIP provider
- porting numbers in rural areas
If the carrier does not support the rate center:
- the port request may fail
- the number may be considered ineligible
- the provider may reject the transfer entirely
This limitation exists on the receiving carrierโs side and cannot be changed by NumberBarn.
US and Canadian Carriers
US and Canadian carriers only support numbers within their country. Typically:
- US carriers support US numbers
- Canadian carriers support Canadian numbers
Cross-country portability is usually not supported.

The Rate Center Cannot Be Changed
The rate center assigned to a phone number is permanent and based on the first six digits of the number. It cannot be changed by:
- NumberBarn
- ClearHello
- your current carrier
- your new carrier
Check Portability Before Purchasing
The best way to verify portability is to contact your preferred carrier directly and provide the phone number you want to port.
- Many carriers also offer online portability check tools.
Before purchasing a NumberBarn number, we strongly recommend confirming portability with your preferred carrier. If your carrier cannot support the rate center:
- You may need to choose another carrier
- You may need to select a different NumberBarn number
- Porting may not be possible with your desired provider

How this Impacts NumberBarn Numbers
NumberBarn numbers are classified as wireline (landline) numbers, even if you intend to use them on a mobile device later. Because of this:
- Porting may take longer than a standard mobile-to-mobile transfer
- Some wireless carriers may have limitations on supported rate centers
- Some providers may support wireless numbers in an area, but not wireline numbers
Typical porting timelines:
- Mobile-to-mobile: often minutes or hours
- Wireline-to-wireless: typically 3โ10 business days
